SWR launches major crackdown on ‘short-faring’ ticket cheats

South Western Railway (SWR) and Network Rail Wessex have launched a major crackdown on ‘short-faring’ to tackle passengers deliberately avoiding full rail fares.

The data-led operation targets widespread misuse of barcode and e-tickets, where customers buy a ticket for only a fraction of their actual journey.

Across the network, around 6.5 million journeys are made annually without a valid ticket, costing SWR nearly £40 million a year. Now, the operator is striking back, using retail and customer data to identify fraud patterns and deploy targeted enforcement.

The crackdown features in a new Channel 5 documentary, Fare Dodgers: At War with the Law, which follows SWR’s revenue protection teams.

Recent cases uncovered by these teams include a customer who owed over £11,000 after repeatedly travelling from Hampshire to London on incorrect tickets for four years. Another individual evaded £20,000 over three years between Surrey and London while fraudulently using a 16-17 railcard.

A recent targeted trial at London Waterloo – where SWR estimates up to 95% of barcode tickets from Vauxhall are used fraudulently – protected £45,000 in just four weeks. The trial identified 153 short-faring offences, compared to just seven during the same period last year.

Matthew Winnie, SWR & Network Rail Wessex chief customer and commercial officer, said: “The overwhelming majority of our customers pay the correct fare. However, there’s growing evidence of some people deliberately exploiting the system.

“We know our customers don’t like seeing blatant fare evasion, whether that’s tailgating through ticket gates or simply travelling without a ticket. But we’re also tackling the less visible forms of fare fraud, including short-faring and misuse of e-tickets.”

Mr Winnie added that every evaded fare deprives the railway of vital investment, noting that specially trained teams are working around the clock to ensure fairness for paying customers.
